Virginia State 3×5 flag

Description

This 3×5 state flag of Virginia shows the Virginia state seal on a blue background. The seal depicts a woman dressed in a toga and helmet standing with a foot on top of what looks to be a dead man with a crown beside him. The state motto appears beneath them and reads, in latin, “Thus Always to Tyrants”.
